The “where to get teddiursa in legends arceus” is a question that has been asked for years. The answer is, you have to trade for it.
Teddiursa is only available via SoulSilver. If you want your own Teddiursa in HeartGold, you’ll have to trade with someone who has SoulSilver, Diamond, Pearl, or Platinum.
Teddiursa may be found in two different places in SoulSilver:
Route 45 is the first location.
South of Blackthorn City is where you’ll find Route 45.
Simply cross the bridge to the bottom-left of the Pokémon Mart when you arrive in Blackthorn City, and you’ll arrive at Route 45.
Surprisingly, this road is only accessible from the north. This is because to the many downward-facing ledges, which make it difficult to climb back up.
You must fly back to Blackthorn City to re-enter it after jumping over the cliffs.

Fortunately, wild Lv. 20 Teddiursa may be found in all of the grassy sections along Route 45.

Personally, I saw one Skarmory before seeing a single Teddiursa, which has a lower encounter probability of 5%.
Mt. Silver is the second location.
Teddiursa may be found in Mt. Silver after you’ve unlocked Kanto and obtained all 16 badges from both regions.
If you’ve previously been there, you may fly there at any moment from Johto.
Otherwise, you’ll have no option except to go via land.
If you can’t fly to Mt. Silver yet, here’s how you can get there.
The Victory Road is the first step.

Although Mt. Silver is technically still in Johto, the only way to get there is through Route 28, which runs along to Victory Road in Kanto.
When you arrive, enter the building and follow the left-hand walkway. You’ll end up on Route 28 as a result of this.
Route 28 is the second step.
Once you’ve entered Route 28, just stay on the westbound route.
You’ll finally reach at the base of Mt. Silver, where a Pokémon Center and an eager photographer await you.
You must be able to utilize the following HMs to traverse Mt. Silver.
- Surf HM03
- Waterfall HM07
- Rock Climbing HM08
However, since Teddiursa can be found on the first level, you don’t require HM moves to capture her.
Of course, if your objective is to reach the peak of the mountain and discover a higher-level Teddiursa, double-check your party at the Pokémon Center before entering the cave.
Step 3: Obtaining Access to Mt. Silver
In Mt. Silver, you have a 10% chance of discovering Teddiursa, same like on Route 45.
The level, on the other hand, is determined by the location of the encounter.
You may keep wandering in circles in this short region by the body of water until you encounter a Teddiursa at any level if you only want one.
You must be able to visit the other spots inside Mt. Silver if you desire a higher-level Teddiursa.

Fun fact: Teddiursa’s evolved version, Ursaring, is more likely to be found in all four spots within Mt. Silver.
Depending on the particular area, Ursaring has a 20% to 30% chance of emerging.
If you want to catch a Lv. 48 Teddiursa, you’ll have to climb the rocky wall using HM moves.
This will enable you to depart the cave and reach the tall grassy mountaintop (pictured above).
